[LinuxPPS] build/install hints added

Hi Folks--

I've added some hints on setting up the linuxpps kernels
on my web site. I tried to mention things in an order that
would let things work one step at a time. This generally
makes debugging a bit easier, as you have some idea at
what point things are stuck.
