Using the latest linuxpps with a 2.6.17.7 kernel. This is more of a saying it
works than anything.

      remote refid st t when poll reach delay offset jitter
==============================================================================
  LOCAL(0)        .LOCL.          10 l   24   64  377    0.000    0.000   0.002
+time02.mel.optu 128.250.36.3     2 u  300 1024  377  153.522   11.234  36.150
+tftp02.syd.optu 128.250.36.3     2 u  657 1024  377  161.720   12.611  15.664
-b.pool.ntp.uq.e 130.102.152.7    3 u  162 1024  377  177.367   11.956  14.141
*GPS_NMEA(0)     .GPS.            0 l   18   16  377    0.000   -0.004   0.002

Am assuming that 12ms offset to the 3 net based servers (2 from the isp I use
and 1 from au.pool.ntp.org) is just a symptom of the dialup connection. I get
similar with gpsd and shmpps.

I have 9 continuous hours of data where the only servers defined were LOCAL and
GPS_NMEA with minpoll 4 maxpoll 4. For those 9 hours the offset stayed in the
range +/- 2us. Jumped to 3us when I lit the fire place this morning.

What I usually have is

      remote refid st t when poll reach delay offset jitter
==============================================================================
  LOCAL(0)        .LOCL.          10 l    4   64  377    0.000    0.000   0.002
*GPS_NMEA(0)     .GPS.            0 l   15   16  377    0.000   -0.002   0.002

It is locking onto the 1pps signal, low offset and low jitter.
