[LinuxPPS] patch report

Hi folks--

I've implemented the linuxpps setup on one of the hosts
fed by my gps35/fanout box. I used git and pulled the tree,
and patched the ntp-dev code (ntpd 4.2.3p17 at 1.1418-o) for
the ntpd. My herd now consists of 1 linuxpps host, 1 freebsd
5.4 host, and two 2.4/PPSkit hosts. Watch the tick plots here:
