[LinuxPPS] What is an acceptable delay and jitter?

All,

What is considered acceptable delay and jitter for a LinuxPPS-enabled
system?  With my Garmin GPS 18 LVC, I am seeing a constant delay of
0.000, but a jitter of about 0.021 to 0.025 ms.

Has anyone been able to attain a jitter of less than 21 microseconds?
