Your gps does not have any satellites in view. You can not have
pps output until the gps has satellites in view and enough time
to calculate its ways.

Check your antenna, and then give your gps at least 20 minutes
for a "cold start" style position fix. Only after your gps has
a string like this:

$GPGGA,190051,3758.5888,N,12218.3027,W,1,07,1.3,100.1,M,-27.5,M,,*7E

...should you begin to work with linuxpps code.
