[LinuxPPS] refclock patches

Hello,

I sent this letter to Udo but it's valid for others people which
proposed patches for several refclocks. :)

As you can see in this ML I discussed with a NTP member (Frank Kardel
<kardel at ntp.org>) about PPSAPI interpretation... we agree that all
refclocks whose wish using PPSAPI should consider the possibility that
a GPS device could be diffrent from PPS one. In other words all
refclocks should do like refclock PARSE:

I'm quite ready with the LinuxPPS fixup (I strongly hope it was
__really__ the last change :) but on your side you should patch
your refclocks in order to work as PARSE.

Frank told me that such patches are willing be added to the NTP source
code for a full integration.

On my side kernel gurus should be very happy of the new LinuxPPS
restyle and I hope we should get kernel integration too..
