An ntpq billboard of 1.400 would be 1.4 millisecond offset.

I never ran with debugging enabled so I don't know.
The ppstest program worked perfectly, though.

It is weird I agree, but ntpd seems to work. I'm firing up the
testbed again now, I've finished my coffee.
