[LinuxPPS] success

I am using 2.6.23-g9412fc58. It is the master branch from the last few of days. 
Had been using freebsd for while on my time server and moved it back to linux.

Ntp is a standard 4.2.4p4. Using both the nmea and atom refclocks. The nmea 
reflock is set noselect. It is only there to open the serial port so I get the 
pps for the atom reflock. The ntp server the isp has is my preferred peer. Once 
it is seleced the atom driver takes over and I get synced to the pps. Used 
ppsctrl from <linux source>/Documentation/pps to enable to pps.
