OK, I think I am back on track.
The Diff ntp-pps-2.6.23-rc2.diff and the timepps.h included in
its Doc directory are the 'real thing'.

In Documentation/pps, I tried compiling using ppstest.c
I have restored timepps.h (in userland) to the one in Doc.
The compile goes fine, but when running it I see:

[root at deneb pps]# ppstest serial0
trying PPS source "serial0"
unable to open device "serial0" (No such file or directory)

[root at deneb pps]# ppstest /dev/ttyS0
trying PPS source "/dev/ttyS0"
cannot create a PPS source from device "/dev/ttyS0" (Operation not supported)

/proc/interuupts/serial is incrementing just fine, as are
/sys/class/pps/pps1/assert and /clear

I can apply the 'parse' diff and see if he is doing anything different,
but it seems that this one should work.
