/usr/include/sys/timex.h is the timex that comes with glibc. Changing this 
timex.h to the kernel timex.h is a good way of stopping ntp from compiling

No need to do anything with include/ in the ntp source

Make sure /usr/include/timepps.h is a copy of or sym link to 
<kernel>/Documention/pps/timepps.h. The wiki uses a sym link.

This is with the /usr/include/sys/timex.h that comes with glibc.
