PPS: sysfs support fix up.  
  
This patch adds documentation for LinuxPPS sysfs files and fixes up  
the coding style by adding a "little" modification to the creation of  
"assert" and "clear" file: these files are always created but if the  
PPS source doesn't support assert or clear events they are void.
