[LinuxPPS] setserial & Co. are going to be dropped!

Hello,

just to note that due the new PPS line discipline support the tools
like setserial & Co. are no more useful in the future.

Line discipline tools should become your friends since right now. ;)

Sorry for these continuous changes but the Linux's guru are difficult
to satisfy!
