[LinuxPPS] [alpha PATCH] Low level IRQ support.

Hello,

here my proposal for the low level IRQ support.

Currently I've no hardware to test it so please do it by yourself and
report results.

I've added the new configuration option "Use low level IRQ
timestamps", I'd like to know differences between using or not using
it!
