PPS: dcd_change() redefinition.  
  
Since dcd_change() function should pass struct tty_struct * instead of  
struct uart_port * some modifications are needed:  
  
* static array pps_irq_ts is now a struct timespec;  
  
* and the CONFIG_PPS_IRQ_EVENTS setting is managed into serial code.
