I applied the patch ntp-pp2-2.6.28-rc3 to linux-2.6.28-rc6 cleanly except 
for a couple of new directories in Documentation (ioctl and serial).

The new kernel, linux-2.6.28-rc6-pps, boots and runs, and PPS appears to 
be working just fine.
