Then each user gets what they ask for; their settings are simply
independent of each other.  E.g.
User 1, running ppstest, gets both edges.
User 2, with CAPTUREASSERT gets woken up on assert edges only.
User 3, with CAPTUREASSERT and OFFSETASSERT, gets woken up at the same
	time but reads a different (offset) timestamp.

It's just like different handles to the same file can have different positions
and O_APPEND settings.
