I am using glibc-2.7 with the following patch applied:

The test code reading struct timex returns:
TAI Offset 34


And ntptime returns:

On a box running glibc-2.6 and ntpd compiled using timex.h from the 
patched glibc-2.7, ntptime returns TAI offset -1208831458.
