This appears to be from PPS_CLIENT_KTIMER being enabled in the kernel.  
PPS_CLIENT_KTIMER is a fake PPS for testing.  The main clues are that it is on 
even with no device and there are no clear interrupts.  Disable it in the 
kernel and this should go away.
