[LinuxPPS] linuxpps install doc status

What is the state of the LinuxPPS wiki doc for download and install of
the linuxpps functionality? I want to update and rebuild my
LinuxPPS/GPS18LVC based ntp server. The last time I interacted with
LinuxPPS on this level was before kernel inclusion. After briefly
looking at past posts on this list, I thought I recall there also being
some functionality issues or bugs?
