I haven't had a chance yet to see what's happening; I am in the process of 
fetching the latest ntp-dev-4.2.5p237-RC which has the bug 610 fix.  I 
will use that version to make sure the problem wasn't in how I did the 
patching thing.

I have changed some things in the ntp configuration file for the 
development version, such as enabling PPS in the NMEA refclock, for 
example.  The whole leap-second, security, encryption stuff has changed, 
and I haven't changed my configuration to use it with the development 
version of ntpd.

Since others are using the ntpd development version, I suspect the 
problems I am having are due to an error in configuration. Now, to find 
and verify that... :)
