[LinuxPPS] [PATCHv3 09/16] pps: don't disable interrupts when using spin locks

Now all PPS spin locks are never used in interrupt context so we can
safely replace spin_lock_irq*/spin_unlock_irq* with plain
spin_lock/spin_unlock.
