[LinuxPPS] time_pps_kcbind return EOPNOTSUPP

Well, I sure hope that Alex is thirsty. If only NTP would support my gps
chip... What are the chances of boldly replacing the files that requires
changes in my kernel work. Guess I am running out of ideas to try.
