I'm not getting an old ldattach, and this one does support PPS.

time linux # which ldattach
/usr/sbin/ldattach
time linux # ldattach -V
ldattach from util-linux-ng 2.17.1

Usage: ldattach [ -dhV78neo12 ] [ -s <speed> ] <ldisc> <device>
