[LinuxPPS] [PATCHv3 12/16] ntp: add hardpps implementation

The latest LinuxPPS patches from Gordeev seem to work well
and the time converges pretty fast.

As Udo mentioned do share your NTP configuration and NTP log (if available)
for more insight.
