[LinuxPPS] Oncore error message on Ubuntu 11.04

I decided to try Ubuntu 11.04 on my machine and installed it into it's own 
partition to test it.   It has kernel version 2.6.38 and the kernel does have 
pps_core and pps_ldisc built as modules.  However I discovered that the stock 
ntp build does not include refclock support and I hand build ntp and 
discovered that the refclock and PPS support was still not working even though 
I had it configured.  I discovered that timepps.h was missing and after copying 
this header into /usr/include that ntp did build with refclock support.  Where 
does this come from?  

After sorting out some file/device permission issues I got ntp with refclock 
support sort of working in that it would start up but it would not sync or 
even slew the clock.   Looking at the clockstats file I see this:

The error message is from the Oncore driver but I have no idea what it means 
or what might be causing the error.  Anyone have any ideas about what this 
means and what might be causing it?
