[LinuxPPS] bind kernel consumer

I try to understand what is the meaning of binding pps to kernel consumer.
It is also descibed using ioctl here:
http://paul.chavent.free.fr/pps.html

There are several consumers:
     #define PPS_KC_HARDPPS          0
      #define PPS_KC_HARDPPS_PLL      1
      #define PPS_KC_HARDPPS_FLL      2

When we bind to the above consumer, does it mean that the system clock is adjusted with PPS ?
My end goal is to attach pps to system clock , and doing it as simple as possible.
