[LinuxPPS] PPS not working after Buster upgrade

G'day all,

Last night I completed an upgrade of my NTP server to Debian Buster. 
Following a reboot I've found that PPS isn't working. Both NTP and 
ppstest are showing /dev/pps0 isn't updating.

Any suggestions on where I should pursue a bug report - is this likely 
to be in the kernel, utils-linux or pps-tools?
