[LinuxPPS] dev_new_tty_source_registration merged

As reported in the subject I just merged the
"dev_new_tty_source_registration" branch into master.

Also I have just updated the GIT repository and published a new
updated patch "patches/ntp-pps-2.6.19.diff".

Please, report some feedbacks.
