[LinuxPPS] offsets

Hello,

A similar event:

GPS loses reception. PPS is lost.
PPS is gained when reception returns.
But my GPS is not chosen:

How come?
How can I avoid this?
Is this a LinuxPPS issue? (don't think so)
Issue for ntpd?
