[LinuxPPS] Can't get /dev/pps0 to be a pps source, and a lot of other problems

Use udev for automagic device files creation.

> debian3:/usr/src/linux/Documentation/pps# ./ppsctl /dev/pps0 enable

Utility ppsctl must be used only on serial devices, however the above
message mean that you have no PPS devices on the system. Please, read
the wiki.

You are using old LinuxPPS version which is not supported
anymore. Please update your system.
