[LinuxPPS] setserial & Co usage

Hello,

next step for kernel inclusion is fixing up the MSI IRQ management.

To enable such IRQ detection now we are using the setserial (or
similar) command, but this is not needed anymore due ldisc support.

The attached patch fixes up this issue removing the UPF_HARDPPS_CD
flag usage and adding the new method set_ldisc to 8250 uart_ops which
automagically enable the MSI IRQ once N_PPS ldisc is selected by the
userland.

Please test and report.
