[LinuxPPS] ntp-dev-4.2.5p237-RC does sync with PPS for me

The patch to ppstest and the earlier patch to linux-2.6.31 fixes the 
problem with assert/clear events in so far as I can tell.  It does not fix 
the problem I've had with ntp-dev-4.2.5pxxx rejecting PPS and refusing to 
sync with it, so it would see the assert/clear issue is not the reason for 
that.
