[LinuxPPS] do we need hardpps?

well, HARDPPS usually implies the kernel implementation of ntp.
Now that would be nice, but not essential.
And Im not sure that the linuxPPS group (which means Rodolfo) should
be responsible for putting together the patch.

At one time (and I cant find the reference) Dave Mills stated that with
a fast machine, there was little difference in the performance of the
kernel and the user area versions of ntp, so someone would really have
to WANT to do the work, rather than its being essential.

Still, if there are already some hooks in the kernel for the hardpps,
it seems a shame to remove them.
