Damn, I hate to have to respond to my own postings, but so be it.
My fingers typed ldattach par t of the time and ldconfig at other
times.

In fact, yum provides shows /usr/sbin/ldattach to be located in:

        util-linux-ng-2.14.2-11.fc11.x86_64
and
        util-linux-ng-2.14.2-11.fc11.i586

So this is a different name from the rpm (or whatever) on your system
but probably the same collection of routines.
