[LinuxPPS] Current Kernel error.

This is with linux-2.6.31.4 and the series of 9 patches that were posted
to linuxPPS on 16sep2009.

I open the serial and pps devices, ok
I check the capabilities, ok
I set CAPTUREASSERT (no CAPTURECLEAR), and do a getparams to verity that
    this is set correctly, ok.

I now go into a loop reading the PPS events with pps_fetch.

AT THIS POINT PPS_FETCH is returning BOTH assert and clear events.

This is all with a simple test program, in ntp, ntp gets confused
since it is seeing the same sequence number for two consecutive 
time stamps when the clear result comes in and prints an error message.

Nuther item.
It APPEARS that the un-initialized problem with the linuxPPS has been
fixed (there was a comment about fixing this code in a previous message).
In any case, I DO NOT have to start/stop/start ntpd to get it working
any more, a single start works.  Good Show.
